In 2009, Ordinance 1,510 had been published, which dealt with electronic journey control and significantly affected the way companies recorded time records. It established guidelines such as the prohibition of restrictions on timekeeping and alteration of recorded data, specific definitions for timekeeping devices (REPs), and the obligation to issue receipts and requirements for programs that would handle this information, in addition to reports and digital point files made available by them.
Two years later, the Ministry of Labor launched Ordinance 373, which made some concessions available for controlling working hours. With this, companies could choose the format they found most appropriate.
However, the current scenario is governed by Ordinance 671, which revokes these two other ordinances, adapting some of their guidelines and centralizing them in a single normative document, in order to bring a more modern approach to point control platforms and facilitate the your understanding. Furthermore, it classifies REP devices into three types (REP-C, REP-A and REP-P) according to the purpose of each one, and adopts the CPF as the worker's unique identifier, instead of the PIS.

Homologation with REP manufacturers
The REP manufacturers with whom Senior has a strategic alliance already have their equipment approved by the Ministry of Labor and Employment - MTE.

Devices approved by Inmetro Ordinance No. 595/2013
The Ronda Senior system has integration with REP devices that comply with Inmetro Ordinance 595/2013. For this integration to occur, it is necessary to inform theExtensible Properties of the equipment. Such information must be obtained from the manufacturer itself.
Ordinance 671 - Frequently asked questions
Under the responsibility of the Ministry of Labor and Social Security, Ordinance 671 regulates provisions relating to labor legislation, labor inspection, public policies and labor relations. In particular, it highlights regulations in the Work and Social Security Card – CTPS, mainly within the scope of the Digital Work Card, in the contract and in the working day.
In the latter cases, electronic time recording came to be classified into the following types:
- REP-C (Conventional): composed of the conventional electronic point recorder - REP-C and the Point Record Treatment Program;
- REP-A (Alternative): composed of the alternative electronic point recorder - REP-A and the Point Record Treatment Program;
- REP-P (via Program): composed of the electronic time recorder via program - REP-P, the marking collectors, the time record storage and the Time Record Processing Program.

Ordinances 1510 and 373, which regulated the use of electronic time recording (REP) until then, are revoked with Ordinance 671. It adopts several criteria from previous ordinances regarding REP regulation, but with updates regarding their typification and the adoption of the CPF as the worker's unique identifier, instead of the PIS.
Many concepts are similar to the revoked ordinances, but the characteristics and requirements for each type of REP permitted are more clearly defined:
REP-C
Basically it is the REP model already defined in the revoked Ordinance 1510. According to Ordinance 671, this is monolithic automation equipment, identified by its manufacturing number and whose model has a certain certificate of conformity, used exclusively for recording working hours. It has the capacity to issue documents arising from the employment relationship and carry out controls of a labor tax nature, relating to the entry and exit of employees in the workplace.
REP-A
Similar to the model proposed by the revoked Ordinance 373. According to Ordinance 671, it is the set of equipment and computer programs used to record the working day, authorized by convention or collective bargaining agreement. This type of REP can only be used during the term of this collective convention/agreement.
REP-P
The main difference between Ordinance 671 in relation to its predecessors is that it regulates the use of programs (software) for electronic time recording. It presents the diversity of use of REP-A, but with the security and discipline of REP-C.
It is, therefore, software run on a dedicated server or in a cloud environment with a registration certificate under the terms defined by the Ordinance, used exclusively for recording work hours, with the capacity to issue documents arising from the employment relationship and carry out controls of a labor tax nature. , referring to the entry and exit of employees at workplaces.
We highlight that the REP-P is mandatory to issue or provide access to the worker's time record receipt, as well as a REP-C. This receipt can be in printed or electronic file format, with the characteristics and obligations highlighted within the Ordinance.
Another highlight are the files used for tax audits. The AFD - Data Source File, for example, remains mandatory for all types of REP. In addition to the AFD, there are other files issued by the time record processing program (Time Control module of Senior's People Management | HCM), such as the Electronic Time Mirror report and the Electronic Journey File.

Developers of timekeeping software and users will have a period of one year, from the date of publication of the Ordinance (November 8, 2021), to comply with the requirements.
Regarding the online integration of REP-C to Ronda senior X, we adapted the change to the CTPS, replacing the use of PIS with the CPF. In REP devices approved by Ordinance 1510, whose unique worker identifier is PIS, we began to adopt the document layout described in Article 96 of Ordinance 671.
Furthermore, we created a new communication protocol for manufacturers to approve their new equipment, which must be approved by MTE and INMETRO based on Ordinance 671 (using the CPF as a unique identifier and also the new AFD layout).
Regarding People Management | HCM, the Point and Canteen Control and Point Management modules were suitable to carry out the marking reading process in accordance with Ordinance 671, and in addition to import markings from AFD files of the current layout, both by PIS and CPF.
